The Delhi Pollution Control Committee (DPCC) on September 30, 2025, issued the notification regarding the inspection and regulation of Grossly Polluting Industries (GPIs) discharging into the Ganga and Yamuna river system.
The following has been stated namely: -
• GPIs in Ganga & Yamuna basin states (Uttarakhand, UP, Jharkhand, Bihar, Delhi, Haryana, WB) must be inspected by joint teams comprising third-party technical institutes and State Pollution Control Boards (SPCBs)/DPCC officials.
• DPCC must act within 15 days of receiving inspection reports and upload actions taken on the CPCB GPI portal
• Concerned cells must maintain an updated list of GPIs. Consent orders of permanently closed units should be revoked and such units delisted.
• If a GPI denies entry to inspection teams, immediate closure direction and electricity disconnection must be enforced. DPCC should later conduct random inspections of such units.
• If bypassing of treatment systems is found, closure directions and Environmental Compensation (EC) as per EDC policy must be imposed.
• Non-compliant units must submit a pollution control action plan and ETP adequacy assessment within 30 days, which should be forwarded to CPCB.
• In case of compliance, a Recommendation/Suggestion Letter should be sent to the unit by DPCC within 15 days.
• For non-compliant units, Show Cause Notices (SCNs) must be issued within 15 days. If non-compliance continues after re-inspection, closure directions and EC imposition should follow within 30 days.
• Temporary/seasonally closed GPIs must receive closure directions. Reopening requires prior intimation, followed by joint re-inspection. Closure notices must be shared with the District Magistrate and electricity department for verification and power disconnection.
